There are several options- you can convert them using a shell application
called Jpegv6, but you need a shell app like Orca. Or, there is a viewer
called JpeGS - it does a pretty good job viewing them, but you can't save
the file into another format- one handy feature with this program is that
if you click on a Jpeg file in the Finder, JpeGS is loaded. I think it is
available at ftp://ground.isca.uiowa.edu. There have been rumors I think
that  new version of the SuperConvert program will support Jpegs.
