Method 1:
1. Get a good serial card for your Apple //
2. Get a good serial cable for your Apple // to connect to your
   PC's COM port
3. Get a communication program for your Apple //
4. Using the communication program on the Apple // and something like
   it on the PC (like HyperTerminal, WinTerminal, ProComm, Telix,
   COMit, etc.), send the files over to the Apple //.

Method 2:
1. Get a Macintosh
2. Get a 3.5" disk drive for your Apple //
3. Get MacLink Plus, DOS Mounter, PC Exchange, etc. for your Macintosh
4. Save the PC's downloads on a 3.5" floppy, and put it in the
   Macintosh.
5. Use the Macintosh to copy the files onto an Apple // 3.5" disk.

The files are probably .SHKs or .BSQs, so you'll need to get BinSCII
and ShrinkIt for your Apple // first.
