Excuse me: a point of history. Apple's 3.5" disks came first. Their format
came first. There was nothing for them to follow.

It was IBM, trailing along as usual, who popularized the 720K disk. When
the 1.4M disk started to become an industry standard, it was Apple who
forced the development of the 800K/1.4M drives so you could swap floppies
between platforms.

Apple is not generally a shining example in standardization, but in this
case at least, they did everything they could to be compatible with the
Wintel world.
