I had a similar problem connecting with a IIGS and a IIC+.
Make sure the cable to the modem is an "Apple High speed modem cable".
(This is readily had as it is used for MACs as well.) There is a
cross over in this cable that is necessary for online communications.
I purchased one last week and it works just fine. With this
cable Proterm's VT100 emulation will work fine for E-mail and Usenet as
well as Gopher. The display is lacking for using Lynx properly.
