There already are several Apple II CD-ROM projects out there, with
all of the copyright issues properly taken care of. Jim Maricondo's
Golden Orchard CD is one of them, and it deerves support for *doing it

If all you want is a CD-ROM to put onto your BBS, then why can't
you just take a large Apple II site (say ground), and just download
the contents to a HD on your BBS, and serve files from there. As long
as you don't charge for access, you have everything publically
available (unless there are ground-only distribution limits, which I
don't think I've ever seen) at no violation of any program
distribution limits. If you were running a unix program like 'mirrror'
you can grab down all of the contents, keeping files up to date, etc.
