Hmmm.  I suspect that it's the result of electrostatic discharge.

It's winter north of the equator, and that means low humidity in heated
indoor spaces, which, when combined with carpeting (for example) makes
for
lots of static electric charges.  If the mouse was left plugged-in when
the
computer was moved, it and its cord were a veritable "antenna" for
static
discharges.  If it was moved unplugged, then plug-in time is perfect for
a zap.  Either way, an IC on the card is toast...
