Upload from the II to your account. Download the files from your
account to the PC. Will the II be able to handle your modem's speed?
Sure. Check out the A2 FAQ for sources of terminal programs and
serial cables for driving your PC's modem on the II side. Zmodem from
the Apple II works the best.
