   Yes, but not by default. You'll need to pick up a somewhat rare
card, the 'Video Overlay Card' (since they're so darn cool, they're
rarely sold) from Apple. Install it in your GS, and feed video
in. It's fullscreen video overlayed by the computer's graphics (with
user-controllable transparency levels), no windowing or digitizing
capabilities.

   This card is pretty much available used only nowadays.
