There are sources for NTSC-to-RGB boards made b y several manufacturers.
They are usually somewhat expensive ($100+).  If you are enterprising 
enough, then you could make your own around an ECG1410 or ECG1416 IC's.
These are video to RGB IC's and need a handfull of parts to go with them.
