CFG files tend to be configuration (i.e. preferences) files. They
are looked for in specific places by the program which created
them. In short, don't mess with them, leave them where they are, and
if they get lost from their creators, then let the creating program
recreate them.
Don't mess with your system folder unless you know what you're doing.

The reason I need to know is
I downloaded some programs from caltech which has CFG files without saying
wjere they go. I usually put them where the main program goes. If there is
a readme file or instructions, I usualoly find that they dont say anything
about where to place the CFG file.
