In most cases, yes--a IIGS can use the same cards as other Apple II's.
There are a handful of cards that don't work, and a handful that only
work when the system speed is set to slow, but most work just fine in
the IIGS.

Putting the card in slot 4 of your IIGS will require you choose between
your custom card and the built-in mouse interface.  (A ROM 3 machine will
still be able to use the mouse under GS/OS even if your card is switched
in, but a ROM 1 machine won't, and neither machine will be able to see
the mouse in 8-bit mode.)
