   No, the sequencing did have some logic-- humans are
inconsisten. People who program and use computers a lot are perfectly
happy counting from zero. People who don't tend to start at 1. Thus,
the ROM 01 was the second ROM version for the public, but a lot of
people thought the second would be numbered 2, and asked for that
instead.

   To get things solidly back on track, the 02 was skipped, leading to
the ROM 3, which was both the third version and contained the number
'3'. Thus, much less confusion in the eyes of the general public. The
next version would have been the 4.

   And while we're getting off-topic, this whole thing is reminiscent
of the way Americans vs British number floors in a building. To an
american, the floor you walk into at ground level is 1, the one
directly above that is 2, etc. To a brit, you walk into the ground
level, and the one directly above that is the first floor, numbered 1.
[Of course, with building addons, buildings on hills, it can get very
crazy in either scheme, but we'll ignore this for now.]
