What's in the Desktop file in /Icons?

So what was in that file he trashed?  I too have a desktop file
on most of my partitions, and I'd like to get rid of them, but
i don't know what they do.  I've seen the finder create them
for me, but I'm not sure of the risk of deleting them

I know they hold icons and links to applications to boot for them,
but where did they come from?
