Yes.  The IIc has a 2 serial Din-5 ports on the back.  One is marked 
for printer and the other for modem.  You can get a modem (not 
printer) cable that has Din-5->DB-25(male) plugs to plug in the modem 
port.  If you then get a DB-25->DB-25 null modem adaptor, you can run 
a serial cable to the PC and, with proper software, transfer files up 
to 19.2 baud (I believe).

Radio Shack has many of the adaptors and serial cables, but not the 
A2c modem cable last time I checked (couple of weeks ago).
