Yes. This enhancement can be done independently of the motherboard
upgrade to support DHR.

Not sure. This was a feature, not a necessary bugfix, as the original
//c motherboard with slow serial ports case was.

I'd expect it was more than just a jumper setting or two, but a few
extra connections, etc. If you feel very adventurous, pull out a
magnifying glass, and follow all the traces on both boards until you
note the differences. Patch at your own risk. :)
