well, it turns out that bit 4 (or 3, if you're counting from zero...) was
indeed bad, as installation of the new ROM with the self-test indicated
("RAM  0  0  0  1  0  0  0  0").
So, after installing a new 4164 (I'm assuming they're supposed to be
interchangable with the 4264s... it's what Alltech sent me), I
accidentally plugged in the power supplybox to the motherboard while the
cord was plugged in and the switch was on.  A bunch of characters started
pooping up on the screen, and it seemedlike the whole system was
melting... it looked really bad.  Now all I getis a funky multi-colored
screen when I turn the thing on.
At this point, I'd just like to thank everyone who provided valuable
technical insight that probably could have allowed me to fix the problem
had I been a little more conscious while performing the operation, like
Nathan and that guy from New Zealand.
If anyone has an apple IIc motherboard they don't need anymore, lemme
know...
