   If they're added to a 'rBundle', yes, they can be recognized that
way. However, rBundle support was never really done right or totally
bugfree- people report that trashing the invisible 'Desktop' file in
their icon folder once every few months helps their system not crash
so much. [I still am looking for one of those so that I can trace
down precisely what the **** the Finder is doing to cause the crash,
and stop that.]

   UtilityWorks might have had that ability, as well as EGO System's
icon editor. (ICE?)

   If you're concerned about how many files you have in your icons
folder, why not just open up an icon editor, copy the icons to one big
file, and delete the unused icon files? Simpler and safer, in my
opinion.
