It's probably not the program you're thinking of, but Hypercard IIGS will
do this.  The Hypertalk "dial" command can generate Touchtone tones through
the built-in speaker.

Writing a program to generate DTMF tones on the IIGS probably wouldn't be
very difficult--all you'd need is a list of the appropriate frequencies (and,
of course, some knowledge of IIGS sound hardware programming).
