"System Software" for the II+ consists of just DOS 3.3, actually.  The DOS 
3.3 Master also included a bunch of games and two utilities.  Most DOS 3.3 
disk files that you download will probably have DOS 3.3 on them.  You can 
copy DOS to another disk with a good utility such as Copy II+, or you can 
use the INIT command to format a bootable disk containing DOS.

The actual DOS 3.3 Master is legally available on Genie.  It's probably on 
a bunch of ftp sites, too.

You can also use ProDOS up thru version 1.9 on a II+ if it has a 16K 
RAMcard installed in Slot 0.
