I had similar problems with a ROM 00 IIgs running MouseDesk, but the
disks booted fine. I can format ProDOS on my PPC 8100/100 and the IIgs
reads them fine...
BTW, when I say they booted fine, they told me I needed a ROM 01 :).

Performa Owners will find a utility from Apple which does this on their
CD. It is intended to allow the making of a Utility disk, and is called
Drop Disk.
