Problem: Hayes V-series 9600 bps modem and actually going 9600 bps. Any ideas?

Hello. Picked up a V-series Hayes 9600 modem and cannot seem to
get it to actually go 9600. When I try calling various services
at that speed I get the ring and the screech but nothing shows on
my screen. Twenty-four hundred baud works fine. This cable has worked
before using a faster modem. I have tried Proterm and AnsiTerm.
I have made sure that my control panels indicate the appropriate speed.
The modem appears to be in good working order. Any ideas?
