ID zero should work fine on an Apple SCSI card.

It sounds like the selector is not correctly wired.  Quantum drive
mechanisms usually have three pairs of pins: one side of each pair is
ground, and the other side is one bit of the ID number.  At least four
wires need to be connected to the selector.

In any case, if you are not able to change the SCSI drive's ID, then you
can change the ID of the Apple SCSI card to something other than 7.  Just
change DIP switch 4 to the other position, which will result in a SCSI ID
of 6 for the SCSI card.
