I would expect faster SRAMS to be more stable than not-so-fast SRAMS, but
it could be something else such as power supply noise that the slower RAMS
aren't supceptible to.  It might just be that you have a bad set of fast
RAMS.  I would try another manufacturer of 15ns RAMS before I settle for
the slower RAMS.
