Sounds like you do not have a PAL colour card in slot 7 (or your monitor
is not plugged into it).

That is because the only difference between an Apple ][+ and a EuroPlus is
a slight change in the crystal frequency and the change to some jumpers on
the motherboard to select 50Hz instead of 60Hz video.
The generation of PAL colour is done on a seperate card plugged into slot 7.
On the PAL //e motherboard this card was built into the motherboard.

Without the PAL card you will not get colour out of your system (the change
to the main crystal will prevent NTSC colour as well).
