Yes, I noticed this too.  I have a ROM01 and a Sirius with 4megs.  It
would appear there is a small jumper wire soldered onto the board for a
ROM01 configuration.  I assume it would be absent for a ROM03 config.

IMHO, I would have thought it would have been easier to include a pair 
of jumper pins in this location.
