Actually Adalbert,
most ISPs (certainly the ones that I have come across), have in
their newbie info a comment similar to this.

If we don't all keep to a few simple rules, then usenet will be even
more unbearable than it already is.  If you can't be bothered to read
the 'rules' then expect no sympathy.  Simple really, isn't it?
