The software piracy issue

There were several posts on copyright law and piracy posts in
this newsgroup a few weeks ago. Has anyone noticed that the
ftp site with the name asimov has a bunch of pirated Apple
software?
 
The thing is: why do we send people asking about emulators
over to this place? Could we not just upload the emulators
and the related utilities to, say, apple2.caltech.edu and
then send the emulator seekers there?
