My son loves the following (although not educational, they are fun).  He 
is only 2 and a half and can't quite grasp several of the games, but he 
likes to try:
Choplifter
Galaxian
Space Invaders
Spare Change
One-on-One
Hard Hat Mack

All can be controlled completely by joystick once the game starts, which 
makes it really easy.
