The latest version is ProDOS-8 2.0.3. It is included as part of the
Apple IIgs System Software 6.0.1 (the file is :Install:System:P8 or
:System.Disk:System:P8). It is also included on the latest 8-bit
system disk (Apple II System Disk 4.0.2, I think), called "PRODOS", in
the root directory.
ProDOS-8 2.0.3 was released in May 1993.

That is probably the 8-bit system disk. There is another copy at
ftp.apple.com, in the directory /dts/aii, as a BinSCII/ShrinkIt image.

Did you extract the image directly to an 800K disk or do a
file-by-file copy to the disk? If the latter, then you have probably
ended up with resource forks on most of the files, which will prevent
ProDOS from booting.

This indicates that the boot block is OK, but the PRODOS file in the
root directory is missing, has the wrong file type (not likely) or the
wrong storage type (it should be type 2, a "sapling" file, whereas a
file with a resource fork is storage type 5, "extended").
