Nope.  You can only force a cold reset by zapping the power-up check
byte at $03F4, then doing a Control-Reset.  If the program you are
using traps Control-Reset (easy to do with the language card) and
doesn't let you poke things directly into memory, then your only
option is to turn off the machine.

Another possibility would be to install an Integer Card in the
machine.  You can then switch on the Integer Card and press
Control-Reset, which will drop you into the monitor (this won't work
if the language card is enabled).  You can patch $03F4, turn off the
card, and press Control-Reset to reboot.
