Almost any external modem will do, at almost any baud speed (though 28.8
is too fast without acceleration).  He will need to get a special cable
for it to attach to the IIc's serial port (I don't know what it would be
though).

Proterm is the best software to use.  I'm not sure whether all versions
work with the IIc.  Call Intrec, the makers of Proterm, to find out
(602-992-1345).  There are other Communications programs, but this is the
best for 8-bit.  If your friend doesn't want or need to buy professional,
multifunction software, then there is a disk of shareware and freeware
telecommunications software available for the IIc.   I could also send you
something, possibly, through the mail, if you have a Macintosh.

Yes.  He can either connect through online services (Delphi, GEnie, and
Compuserve are best for Apple II's) or get a remote access acount with a
provider.  Depending on his own preferences, he should use an online
service if he doesn't spend too much time on the Internet or if he doesn't
have a lot of experience with computing.  Using a remote access server he
will need to know how to use elm, tin, telnet, lynx, and ftp in order to
do any of the activities associated with the internet.  (One small note: 
all that an Apple IIc can do on the Internet is get text..it can't get
graphics.  If this is really important for this person, they should think
about getting a different computer.  However, many of the useful aspects
of the internet are still useful to the average net user).

You can get the modem used just about anywhere...just be sure that it is
not specifically designed for use on a Macintosh (Teleport modems, for
example, could not be used on a IIc) .  The software can either be bought
new from Intrec (see number above), or from other Apple II
software/hardware sellers (such as Quality Computers [1-800-890-8263]);
bought used in newsgroup comp.sys.apple2.marketplace or from an Apple II
hardware/software reseller, such as A+ Technologies (1-800-227-7532);
downloaded as shareware/freeware from ground.isca.uiowa.edu or bought on
the Apple II internet disk or from me, via email!
