The usual way is via NULL modem. You connect a modem cable from each
computer to the NULL modem "cable". A NULL modem cable is just a male-male
adaptor with cross-connects which you can get at Radio Shack.
You run a telecom program on each machine-- such as Telemate on the PC
and Modem MGR on the IIe. Set baud rate and protocol to be the same on
each machine (e.g. 9600 and X-modem) and do the transfer in terminal mode.
