Should be possible.

I was able to free up 377K on a System 5.0.4 boot disk (371K after I
put the launcher from System 3.2 on there, so it would boot into
something).
To free up as much space as possible from a System 5.x disk, delete the
following files:
- Icons folder (and all contents)
- BASIC.SYSTEM and BASIC.LAUNCHER
- System/P8 (unless the program runs under ProDOS-8)
- System/Start (Finder)
- Everything in the System/Fonts folder (but leave the folder)
- The entire System/CDevs folder (and contents)
- All files in System/Drivers except AppleDisk3.5 and Console.Driver
- All files in System/FSTS except Pro.FST and Char.FST
- All files in System/Desk.Accs
- System/System.Setup/CDev.Init
- All "Finder.Def", "Finder.Root" and "Finder.Data" files
If you still need more space, and the disk will only be used on one
particular machine, delete either of TS2 or TS3 in System/System.Setup
(delete TS2 if you will only be using the disk on a ROM 3, TS3 if you will
only be using it on a ROM 1).
Still not enough? Get rid of System/Expressload.
That is about all you can safely delete. You might be able to get rid
of selected toolsets, but this would be harder to pin down without
some trial-and-error experimentation with the program.
