Presumably because it is not a SCSI drive (e.g. a Focus card,
InnerDrive or Vulcan).

The RamFast stores its settings in an unused area of the first block
of a partitioned SCSI hard drive (the "device descriptor map").
Without a SCSI hard drive connected to the RamFast, there is nowhere
for it to store this information.
