There were at least 2 different Apple IIc's built by Apple. The earlier ones
below a certain serial number, (unknown at this point) needed a crystal
upgrade to allow for proper telecommunication work at speeds over 2400 bps.
This was a free upgrade offered by Bpple BUT with a time frame. That time
frame ran out back in the 1980's if memory serves me. 

Since the Apple IIc hasn't been built for many years, I am not surprised that
nobody at apple knows about it now.

The best way to get the upgrade it to look around for a local repair shop and
see if the technician remembers it OR has the old service bulletins so you
can get the right parts and have him do it OR do it yourself.
