Yes, they are volume controls, and yes I've noticed severe distortion
when turned up even below halfway.  I just run the output of the SB
into another amplifier, and things seem to work pretty well, with
the volume on the SB turned way down.
You didn't mention if you are using another amp, or just running the SB's
output into some speakers, but I would guess the latter wouldn't work
well since there isn't much extra power to play with on the card itself.
