That's because everyone is using the Apple-written Texttools toolset,
which provides a lot of word processing abilities with almost no coding.
But, it only supports one ruler per document.
Since Apple has gotten out of the IIGS business, anyone is welcome
to disassemble the toolset, and rewrite it correctly. No, I'm not
volunteering for that at all. :)
