APPLE ][e: HELP NEEDED

I got an Apple ][e + monitor + disk drive at a garage sale for $5.00 this
past Saturday. When I got it home, I realized it has none of the
controller cards or RAM cards...all expansion slots are empty. So, I
cannot plug in the disk drive because I don't have the floppy
controller. I decided to test it out anyway and hooked up the monitor
and turned it on. The screen stayed blank except for a little sputter
when the power was switched on. The power light on the ][e comes on and
everything. Question: isn't the BIOS/OS built in the motherboard ?
Shouldn't something come up on the screen even though I don't have the
expansion cards? Anyone have any ideas on what the problem could be?
Anyone have a used floppy controller card and/or RAM card they want to
sell for cheap? I could not afford the new ones in JAMECO catalog. Thanks.
