I have the same effect on mine. After the rock steady Apple // video it
is a bit annoying.

When my 486 box is reset the monitor does something similar when the BIOS
initialises the video card and then when it switches from the graphic
Energy Saver screen to the text system configuration screen. This is using
the same 14" SVGA monitor the SS card uses.

Was there an image on the screen when the windows machines changed mode or
were the screens blanked during the switch over?

It could just be a smarter card in the Windows machines you saw. Faster
reprogramming of the modes or better ordering of the mode changes might help.
