I don't use TIC right now but I used it for sometime and I am pretty sure
version 4 supported VT100 emulation.

Nope. After version 3.0, TIC became commercial so it shouldn't be available
for download anywhere.
And the last time I heard about it, its price was $40 for first time users
and $15 to upgrade to version 4.0, from any previous version.
