No, there isn't a SimCity 2000 for the Apple IIgs. :(

And there are no GS front ends for AOL or CIS, either.
(There used to be one for AOL, but AOL dropped support all computers other than
Macintoshes and IBM clones.

GEnie, however, can be accessed by any computer.  For the Apple II, there
are many choices.  You can log on manually (if you like command lines:),
use an offline reader like CoPilot (saves you lots of money),
or use Jasmine, the front end for GEnie.  (Jasmine has not been released
yet, but will be in a few months.)
