There are some bad copies of BinSCII on various archives which don't work 
properly and you might have found one of them. One of our members tried 
several archives, gave up and finally got a working copy from the 
author, Todd Whitesel, which we placed in our archives. To download it:

Enter the Apple II section and look under Compression/Conversion programs.
