If you have the ORIGINAL original ROM 00 ROM's, then I don't think you get
the ROM version number or the copyright notice when you start up...just
"Apple IIgs" at the top of the screen.

The ROM 00-->ROM 01 upgrade was quite common.  I'm pretty sure my ROM 01
machine was originally a ROM 00 (I bought it used, so it's hard to tell...).

Sounds to me like your ROMs have been upgraded.

I'm sure Professor Empson will correct me if I'm wrong 8-)
(which means I'm not positive on my description of the ROM 00 boot process)
