Rather odd.  I haven't heard of a problem like this before.

Some more details would be helpful.  In particular:

- what type of IIgs (ROM 1 or ROM 3)?
- what type of mouse (ADB or Apple IIe via mouse card)?
- what software (IIgs desktop programs in general, 8-bit programs, etc.)

What sort of events does it lose?  Slow, widely spaced ones, or just
fast ones (e.g. a quick press/release turns into a mouse down event
only)?

I find it rather surprising, as the state of the button is returned
directly in the appropriate register/bit.  An event could only be lost
if memory was being overwritten, making the mouse firmware think the
mouse was in the wrong state, or something like that.
