No, this is definately not normal.  I do know that the pot controls will fix
this, as I was once the owner of a VOC.  However, I don't know which ones.  :(
Experiment!  Actually, I believe that at one time I fiddled with the pots
while the machine was on so that I could see what they did.  I am not 
to be held accountable for any of your actions though!  Good luck...
