  than 32 MB. Have you ever formated a hard drive >32 MB in Finder w/o
  partitioning it? I recall sort of having a 40 MB partition w/
  only 32 MB accessible. Like, I guess, what happens if you have a large
  HFS partition and you "Erase Disk" as ProDOS? Probably a larger
  than 32 MB partition with only 32 MB available. Now, on the IIgs,
  the first 32 MB wil be available. It sounds like maybe
  PC Exchange won't allow any access to those partitions.
