Flickerin' Control Panel

This is a problem that bothers me at irregular intervals.  Once in a while
I'll get into the Control Panel, and when I press Return to change a setting,
the screen will change to the appropriate subscreen, then almost immediately
switch back to the Control Panel.  Rarely, the screen will then switch back
to the subscreen I had originally selected.

Has anyone else had this problem, and/or know the cause?
