Well, it's definately not the control panel - ANSITerm (and any other
halfway decent comms program) ignores that bit if wasted space in your GS.

Does your modem connect to ALL other modems at 19.2? just one? just 28.8 modems?
I use ANSIterm with a 14.4 modem and set ANSIterm to 57.6 and it works
just fine - and connects at 14.4 too.

I'd check your modem's init string to make sure you are not forcing it to
the slower speed, and make sure the modem you are calling can support
28.8.. AND make sure that the modems are not falling back to 19.2 because
of poor line quality.
