The first thing to do with any non-booting Apple II is to remove and
replace the slot cards (to clean their contacts) and try again.  If
it still doesn't boot, gently pry up (about 1/16") each socketed chip
and re-seat it by pressing down firmly, then try again.

This process will usually fix things.

If it doesn't, then more diagnostic work is called for.
