Some of the toolsets in the ROM 3 are patched out completely, but most
of them are at least partially used.
There is a noticeable speed benefit to having the toolsets run in ROM
(no delays for memory refresh) on an unaccelarated machine. For an
accelerated one, it doesn't make much difference.
Don't forget RAM usage - loading toolsets from disk may be fast with a
RamFast, but it still uses up memory. There will generally be more
RAM free on a ROM 3 system, even after you take the extra 896K RAM
into account.
